These are common novelty items, not something that was produced in that form at the mint.

Some of these novelty Lincoln cents will have an image of JFK facing Lincoln.
And outlines of individual states, and slogans, and alternate dates, and...

When I was a kid, I had one of these cents and it came attached to a card that talked about all the "strange coincidences" between Lincoln and Kennedy (most of which were not strange).
