Error Card (miscut?) or common?

Hi guys,
Not too long ago, I found this gem.
Beautiful 3D card!
I noticed, when reading the fine print.
The printing was cut off at the bottom?
Is this unusual or common?
Error or not?

    A hard core error card collector may have some interest. Even so not much value added. In fact many "regular" collectors would find it a negative from an otherwise collectible card.
    Now if you had the Thomas NNOF that's a different story.

    Kind of like a "clipped" planchet in error coin collecting.

    King of all Error Cards?

    PSA 10 Card.
