Unidentified PCI Holders with Personalized Labels ("KAYLA" and "JACIA")

I'm hoping someone here can help identify two unusual PCI holders that I haven't been able to find documented anywhere.
These came from my late father's collection. He was a professional coin dealer for many years, but unfortunately I don't know when or where he acquired them.
The two holders are:
1939 Lincoln Cent labeled "KAYLA"
1957-D Lincoln Cent labeled "JACIA"
Things I've noticed:
Neither holder has a grade.
Both have gold-bordered labels.
Both have the identical certification number 220100 008.
The reverse labels have what appear to be internal identifiers:
LIC39
LIC57D
The names "KAYLA" and "JACIA" appear where grading information would normally be.
I've searched the major online references for PCI sample slabs and obsolete holders but haven't found any examples of these personalized labels.
I also contacted John from OldSlabHolders.com, and his response was:
"Wow, I've never seen those two! I have no idea what they are."
He suggested I ask here and also contact David Schwager and Burton Strauss.
Has anyone seen these before or have any idea what they might be?
Some possibilities I've considered are:
Internal PCI prototypes
Dealer demonstration pieces
Personalized sample holders
Employee or family presentation pieces
Something else entirely
I'd really appreciate any information, theories, or photos of similar holders.
