1867 Shield Nickel w/Rays. Is this a collectible RPD?

I am prepping a submission to our hosts and this has been in my type set for years. I don't know much about this series, does anyone here know if:
1.) this is an RPD or strike issue?
2.) would it add any value?
I looked at the varieties on PCGSs website and this didn't seem to match anything to my eyes, hence why Im asking here.
Bonus: anyone want to take a stab at grading it?

Looks like severe machine doubling to me, the flat shelf-like "doubling".

Machine doubling.
I think that's right. It's about as extreme as I've seen, though. Nice pictures!
Awesome! I took a few looks and this was a possibility in my head too, but Ive never seen it so extreme.
Agree that it’s machine doubling.
As for the grade, there looks to be a little chatter and some strike weakness, but no lower than 58, and most likely a 63.
I have the same coin in my type set, as it’s a much lower mintage than the ‘66 Rays, and used to be priced only a little higher.
