US Mint Backorder Processing Question

The Mint has been releasing some items this year in different production batches. On initial release date, the item might go on backorder with a forecasted restock date 3-4 months in the future.
As the mint receives returns from initial release date (we will call this production batch 1), are these returned items that have returned to the Mint's inventory upon successful inspection clearance then used to start fulfilling backorders?
In this instance, I would prefer for my backorder to be fulfilled by future production batch 2 that is new off the production line versus my backorder item being fulfilled by a picked over returned item from known quality issues from production batch 1.

You don't get to choose.
If you want to ensure you are not getting a return then you should get into the initial order group and avoid backorders.

Last 20 years I've always pointed out flaws on returns with post its. This time I just changed mind. 5 of 6 silver proof sets had fogged field cents, 3 Saqs has same fog fields, figured it was planchet cleaning residue. One case was incredibly scuffed on obverse too, 2 Halfs had tiny unrelated strike throughs that broke cheek frost too, not cool errors just QC flaws. I have 1 really nice set I am proud to own as issued. I do not slab coins. No way I would buy another set sight unseen weeks after sell out & re inventory. If you are near mint store go and open sets up. I've done this at Denver Mint Gift Shop.
