Why can't I create a user name for myself?

New to the set registry and am wondering why, for the life of me,,, while I'm able to upload a Profile Photo,, it will not let me create a user name, even though it tells me I should,, but every time I try,,, it just sends me to my account profile page & there's no place to add a user name.
