What is considered an oversized card when submitting to PSA?
The 2 I'm sending in are 3 1/2 x 5 1/2 and 4 x 6 1/2.

They're both oversized. Tallboy limit is 5-1/4, maybe 5-3/8 if you can convince them.
What cards are they? What holders are the others that have already been graded?

Looks like a Tallboy to me.
One of my subs had several cards where the other cards in the series were in Tallboy holders.
PSA flagged my sub saying that half of the cards I subbed (measuring about 5-1/4) wouldn't fit in a Tallboy, and they were ready to charge me more than double the price on them to put in an Oversized holder.
I had to battle PSA, convincing them that it should be in a Tallboy like all the others cards already graded.
After a bunch of back and forth, they agreed to put them in Tallboys like they should, then proceeded to hammer the grades on those cards as an act of petty punishment.
