1999 P PL Quarters

I was going through some boxes and found 11 of the actual "first strike" or First issue quarters and as I was looking at this one it stands out so I checked and found that there is a Proof Like designation for the P mint and there's only 1 in population ..
My question is, what are the qualifications for PL designation?
