A new one for me, anyone else seen these before? The holder is very nice and appears to be perfectly airtight

Yes, most old/odd holder collectors know of the Numex holder.

Here is a quote from Conder101 from a while back:
"This appears to be yet another third party service based on a liscense from ACG for the shells. Dates of operation unknown, first seen June of 2002. One variety seen but there may be another."
"Uses the pre March 2001 ACG shells that do not have the clear ACG initials. The greenish labels are heavily perforated like those seen on PCGS 1"
There is some speculation that the examples with the "XXX" (like your two Dimes) are sample slabs.
