Thoughts on allowing MS64+ coins in everyman mint state registry sets

It would appeal to logic that PCGS would allow coins at the top of the 64 grade into registry sets. This is not the case. Does anyone know or understand why?

It would generate so much revenue for + grading. I have a slew of coins that I'd submit to participate in multiple registries.
