Can incomplete registry sets be retired?

Or in the alternative, is there a set percentage of the set that must be completed for the set to be retired?

    Answer ✓

    Rules state if your set is 90% complete at time of retirement, it can stay in the All Time Finest if it qualifies. I don't see a minimum percentage for retirement.
