Is this a partial collar error?

    Possibly. A partial collar error could look like that. So could some forms of damage. Direct head-on shots of obverse and reverse would be helpful.

    Unfortunately, whatever the answer is, it's most just for your education. Partial collar errors hav very little value on US coins, and Mexican errors have very little value in general.

    Thank you, there is nothing special on reverse or obverse, i will try to take better photos. It has value for me in the context of my 1984 coin collection, just from a numismatic point of view. I have all kinds of Mexico errors, this one popped on ebay so i got it.

    That's not true.

    Even with your current pictures, it's clear that the reverse has a smaller diameter than the obverse. That's automatically special about one of them.

    The question is whether the reverse has a smaller diameter than normal, or whether the obverse has a larger diameter than normal. One of those is true (or your current pictures are misleading in a way that I can't imagine)
