Help with uploading profile picture

Any ideas on uploading profile pic on set registry ? I've tried different formats, different browsers, resized picture, cleared browsers and tried uploading with Wifi only or cellular data only or together. App permissions are correct. I've even contacted PCGS and sent picture I wanted uploaded to them and they couldn't upload it. They have sent it to IT department but warned it could be awhile before they could get to it. Cover photo loads with no problem.
