There's no way other than peeling the surface layer

Cover them with your own labels, like from a Brothers P-Touch
Whitman makes blank Presidential dollar sized pages.
Maybe a sharpie if you can find one the same color as the page

Flip them over and ignore the writing that now appears on the back.
As coastaljerseyguy said, the Brother P touch label maker will work to cover, but you'll have to use the white backing to cover the existing label. Not sure how that'll look.
If your intention is to stick with the Whitman Classic album, your best bet will be to order blank pages. I imagine they probably go for around $10 each now but I haven't checked in a long while.

New pages are $10 per page and only have 9 holes per page. I needed a lot more than that. I found the Presidential Whitman album on eBay for $15. It has 5 pages with 16 spaces each (see above), a much better bargain. i have a sharpie same color as the pages, I'll cover the lettering and still flip them and use the backs.
