I want to mail to PCGS but not sure what it is?
Came across this the other day as i was going over change.
I couldn't believe what good condition it was in but when I took a closer look it appears to be .... I don't know the proper terminology. Can anyone advise

Common strike doubling or "die deterioration doubling". Worth maybe 25 cents retail. Maybe a buck if you can find anyone who finds the strike doubling interesting

1958-D Lincoln cent. Theoretically worth maybe 25 cents in that condition, although good luck finding a buyer. If you value your time, just spend it. Or give it to a kid if you prefer.

Save your money. It is common machine doubling. I did not make the image that follows, but it can be quite useful for folks-

@TomB thanks for the pics to educate instead of trying to explain all that. LOL
I tell people this......look for a split in the serif, and then watch the process how coins are struck.

It's definitely not worth the expense of sending it to PCGS.
