2025-s Silver Proof Quarter, frosting extending into field area

I was looking at this Silver proof set and one of the quarters has some of the frosting in the field area around the 5 o clock position. Does anyone know what caused this? Coins are still in the case. Thanks in advance

It looks like something all over the front of the neck as well - some foreign substance. Are you sure it's on the coin, or is it on the plastic?

Thats not frosting. That is debris.

I guess it could be debris, or fingerprint but it would had to happen during packaging.
Unfortunately not frosting, contamination of some sort.
