It's a proof coin. It looks nice. All 1964 JFK proofs should pretty much look like that. They are still worth only around bullion value, but are quite cool.

we'd need to see the reverse, plus the shine and lighting are making it hard for me to grade
We don’t need to see the reverse unless it shows noticeable grade-limiting flaws. Even if it looks perfect, we don’t know what imperfections aren’t showing.
Proofs typically can’t be graded accurately from images. And the coin’s common enough such that it’s unlikely that it merits grading.

That's a great looking half dollar. You probably have others in the sets.
How was this one stored? Just be sure to not touch the obverse/reverse.
I don't know about a dealer's buy price, but I think in Europe a nice silver JFK half would sell at retail for atleast a small premium over spot.
