Question about Retired Sets

What should happen when a coin that was in a retired set is no longer in a PCGS holder? It would seem to me that the registry should preserve the grade and status as “PCGS holdered” at the time of retirement.
I ask because I just noticed that my retired Morgan Dollar set, which was 100% complete, now shows as only 98% complete. The grade for one of my coins, which was AU53 CAC when I retired and sold off the set, is now showing as N96. I’m not really sure how to interpret that, but I’m guessing the coin is no longer in a PCGS holder.
And, at the other end of the spectrum, what should happen if a coin in a retired set is subsequently sent to PCGS for reconsideration, and upgrades? Should the retired set benefit?
