I'm a coin guy but started a set of 1928 San Francisco coinage and decided to add these 3 notes. I chose the Tate-Mellon notes specifically because I understand Tate left on 1/17/29 and they are most likely to have actually been printed in 1928. If I have a wrong assumption about that, let me know.
Also, if it's possible to narrow down serial number ranges to specific dates etc., I would appreciate any info on that. I'll upgrade the $10 to a 65-66 but 64 is the best I could find. Any info on dealers would be appreciated.

I decided to get the $50 and $100 to round out the set even though they weren't printed in 1928.

My best source for printings by date would be Schwartz & Lindquist, but that book said nothing about this. Be aware though, that notes were often printed on dates much removed from the formal printed one, unlike coins. It can go past the end of the tenure of the signer. E.g. I think the BEP is still releasing Janet Yellen signed notes.
Series of 1928 Tate-Mellon plates for various districts and denominations were used into the first half of 1930.
SF $5s were on press from October 1928 to May 1929.
SF $10s: from December 1928 to March 1930.
SF $20s: from February 1929 to May 1930.
SF $50s: from May 1929 to February 1930
SF $100s: from August 1929 to February 1930

Though S&L did not have any dates, it did list the range of S/N for these: The $5 went from L000 to L11189914, and the $10 went from L000 to L06035933.
Based on Jamericon's dates, the $5 was printed for about 3/8 of its run in 1928, and the $10 for about 1/16 of its total run in 1928. If they printed the S/N in order (did they???) then I suspect that your $5 is early enough that it was printed in 1928, but the $10 is less likely, since most of that printing was later. That is just an estimate though, actual printing records would be much better!
Those data are from the original plate history ledger for 1928 FRN faces that was used by the BEP. That ledger, and many others, are housed at the National Archives facility in College Park, Maryland.
Your $5 and $10 were serial numbered in April 1929. Your $20 was numbered in March 1930, and your $50 in December 1930.
