It’s at least high grade AU.
There is no grade “VF40” and both Vf and 40 (which is an XF grade) are way too low.

It's always a good idea to check the mintmark area on a 1928 Peace Dollar since there have been cases where people have taken the less expensive 1928-S and removed the mintmark.

Pictures aren't great but that looks nicer than 45. At least 55, hard to tell originality with those pics.

Definitely not an EF coin, at least AU53 I think! - I do also think it would probably be worth getting graded seeing how it is a more valuable coin in terms of peace dollars, being labeled the second most valuable in the AU bracket.

I am rather impressed by how clean the fields are. Pictures seem slightly blurry to me but the face also seems mark free. I would think that would make it PQ AU. James

Peace dollars can be tough to grade, as each date and mint will vary so wildly in terms of strike and luster.
I wouldn't hazard a grading guess based on these photos, but it does look like there's luster there, and very little wear. Assuming it's not cleaned, I agree that it's likely in the AU range, but I've seen UNC coins that look worse.
