2009 us mint set proofs

Has anyone seen these us mint proof sets of 4 2009 proof pennies made with 90 percent copper and 5 percent zinc that have silver toning? Are they considered errors?

    No, just the usual caramel/darker colored toning for me.

    No. They are perfectly normal. Toning is never an error.

    All the cents in my clad sets toned like that, none of the cents in the silver sets toned.

    What changed in the packaging between the two releases?
