Any info on this Netherlands medal electrotype?

Apparently an electotype, obverse only, shell of an 1889 Netherlands medal. Edge indicates it was dedicated or presented to Captain Geert Stenger of the S.S. Rotterdam. Has anyone here seen anything similar?

    King William II of the Netherlands died in 1849. Not sure why he would be on a medal in 1889.

    It looks like the electrotype was engraved directly, rather than the edge inscription coming from the “master.”

    Strange piece.
