Possibly tampered with 2000-P Cheerios two-coin set

Looking at this set on the bay:

I notice that there appears to be PVC or some other sort of plastic contamination on the two coins. Also, there are areas on the paper backing on the lower front and the lower back that seem to show PVC staining.
I have never seen ANY problems with the plastic on any Cheerios one or two coin packaging. I suspect that this package has been opened and resealed with a common dollar. FWIW, I do not see the die marker on Sacagawea's coat below the date.
