Can counter-stamped coins work in PCGS SetRegistry slots

I have a counter-stamped coin that needs to go to PCGS if it can be used in the slot.
If I can't use it in the set, I'd rather just leave it as is...

Set: World Coins Manufactured by Mints of the United States Type Set
Coin: Costa Rica 1903-1914 50 Centimos (KM-143)

Based on What If, I can only use 2 composites:
272755: 1903-JCV 50c
272756: 1914-GCR 50c

Based on my knowledge, all that means is that either no one asked to add the counter-stamped coin to this slot or it's not allowed.

Counter-stamped composites:
173919: 1903-JCV 50c
395503: 1914-GCR 50c

Does anyone know or can someone from PCGS tell me:

Can I use a counter-stamped coin in this slot?

    Got the response from our hosts.

    Counter-stamped coin will not work. A recognized counter stamp gets its own number and is considered a different coin for all intensive purposes.
