1986-D cent with dots

I'm not fully understanding the manufacturing process for the plated cents. Received this one in change the other day and thought it looked weird. Are the dots bubbles or debris under the plating?

    On the plated cents right when they are struck, heat increases dramatically and on some any small amounts of air under the plating expands at the end of the strike. Plating issues can occur in other than just blisters:
