2003 Alabama Quarter with Retained Strike Through Error

I recently found a quarter with what appears to be clear plastic or tape pressed onto the coin. I've attached some magnified photos showing the "globs" of plastic on the coin. I think this is a significant error, but I'd appreciate other opinions. I plan on taking it to a coin show next month to get an ANACS representative opinion.

If the animolies are raised then they are not an error.
If it was stamped over plastic/tape, wouldn't the animolies have to be raised?
Or at the very least not a strike through. Nothing survives the pressure of the dies. Strike through errors ALWAYS are flush with the normal surface of the coin.
This looks like glue. If it's regular white Elmer's glue, soaking it in water overnight will soften it up. Other types of glue might not be affected by water though.

I could believe there's an expoxy on the coin, but it difficult to tell what went on with this one as it's quite a mess...lol
No. The dies only impart the design into the planchet by applying extreme pressure. Anything on the planchet will be flattened to be level with the surface.

Spend the coin; don't bother ANACS with it.
