PCGS' Arbitrary Use of Oversized Holders - Tuvalu 2oz Modern Silver Coins

I don't submit a lot of World Coins but when I submitted the 2025 Perth Mint Ferris Wheel 2oz Silver Coin, I was not expecting to be charged for an oversized holder. I believe these coins fit in a normal sized double-thick holder. In this case PCGS holdered it in an large holder and charged me $22 extra. I believe they could have used the normal sized holder at no extra charge. What do you all think? Is my complaint legit? Not only am I not happy with the up-charge, I'd prefer to store normal-sized holders, not over-sized holders.
Here's an example of a similar sized 2oz coin in a normal sized holder so I'm confident it can be done:

What’s the diameter?

45.6mm diameter & 6.5mm thick. Thermometer coin is 45.5mm diameter and 6.0mm thick. According to the URL you provided, thickness isn't an issue. I don't think the extra .1mm made a difference and is probably just an error.
