Welcome to the forum.
What you how is far more likely a “magician’s” coin made from two different nickels, than an error. If so, you might be able to tell by looking at the edge.

Man-made novelty item – ‘magicians coin’, as Mark noted above.
If I had to guess, I’d say that the 1999 side was originally the reverse of the 1998 nickel
I can see the seam when I enlarge the photo
Magicians coin.
Agree with Fred, you can see the seam where it was pieced together.
Ok thank you I appreciate the help!
Magicians Coin
If it is a shell coin, put it in a glass and shake it a bit so the coin hits the sides. It SHOULD separate into two pieces, but my guess is you have a ‘bettor’s coin’ in that ‘heads’ will ALWAYS win….….😉
Shell coins like the OP‘s are generally glued, so although they will have a different “ding“ to them when you drop them, they rarely separate, imo
This is my 2-Headed Qtr I had in my stuff. Pretty sure I got it in change a while back. Mine's a P&D mix. Lol If you look close enough, you can see the seam on the P side.
