Why are there 2 high relief coins in the Modern Commemorative Gold Proof collection set???

I'm wondering why there are 2 2024 High Relief Flowing Hair, std proof and the other a privy coin no less.
I've sent messages to PCGS by the new contact form and email, but hear nothing.
These 2 coins clearly don't fit in the Modern Commemorative Gold set at all and I've requested that they be removed.
Has anyone else tried to contact them and get this error corrected???
The other ironic thing is that these high reliefs aren't in the combo circulation/proof coin set.
