What is the lowest grade at which the DMPL designation can be applied to a Morgan at either service?

I would think 60. There are several 61's on ebay right now.
It should be easy to find out by checking the PCGS pop report. Whatever is listed, keep in mind that there could be one or more mechanical errors included.

I dont know the number and I could be wrong but I think NGC has graded AU58PL. Don't know about DMPL.

CACG has explicitly stated that they have no lower boundaries for any designations, including DMPL. They have said that if a coin deserves it, it will earn it. I have seen a CACG 53PL. Practically, of course, it's tough to find circulated DMPLs.
PCGS says that PL/DMPL are only awarded to Unc coins so MS60 is the minimum,
I have seen some NGC 58PLs but don't know about their policy or if DMPL is also possible for AU coins.

PCGS has a policy of nothing less than 60, but some have slipped through the cracks over the years.
What I have always found odd is that at NGC the lower grade PL DMPL seem to be disproportionally better date coins.
Heritage sold an AU-58 DMPL a couple of years ago and I thought I remembered seeing an AU-55 DMPL, although that might have been an ANACS coin.

If I may toot my own horn, I "made" that 94-O NGC AU55DPL Morgan back in 2014 or 2015 before consigning it to HA.com to auction in 2017. I was really happy with the results ($2650). It brought even bigger money this time ($6600!) It is a true DPL 94-O Morgan. Would have been a really neat coin if it were mint state.
