Why would anyone sell silver to chase ever lower interest rates?

Entire nations are encouraging the importation of silver and gold while it's still on no one's radar. Buyers accumulate while sellers head for the sidelines. What happens when people realize That all the silver ever mined would be a small handful for everyone on earth. and most of it has been wasted and consumed. How much silver will the future demand to keep an individual on the grid? What is silver worth in a future increasingly dependent on broad array of products and processes that require it. How long will it take to bring on new sources even before other sources appear (asteroids, Oceans...)

Higher interest rates would balance the silver market again.
