Here is the current (2025-09-16) method for reporting counterfeit coins on ebay.
With detailed screen captures on my PC.

1. Start by clicking on the (?) in the lower right corner of the listing, next to Shipping.

A very inobvious way to get started!!

----------------------------------------

2. Click on "Submit report" oval button on right middle of window.

----------------------------------------

3. Choose "Content type" "Product or listing"

Choose "Reason for report" "Intellectual property (IP) infringement." (as suggested by @burfle23)

Choose "Detailed reason" "Counterfeit item"

----------------------------------------

4. Under "Provide additional details", I used "Current CN Counterfeit" (as suggested by @burfle23)

Optionally "Upload supporting documents" I added a photo comparison of genuine and fake in a prior report:

Genuine on top is MS-65+ finest known, sold for $40k. Fake is below. Note shapes of digits, such as square vs. pointed serifs on 4s.
----------------------------------------

5. Check the "I confirm" box in the lower left corner

Click on "Submit report" button in bottom right.

Note: there are 3 such sellers currently on ebay with identical photos.
They are all located in China with 0 feedback.
I reported one of them to ebay.
One day later I received an email reply:

We looked into your report and didn’t find the listing to be in violation of our policy. This determination was made by a customer service agent.

Other folks may have suggestions on what to try to increase the chances that ebay actually removes a counterfeit listing.
