So my PCGS submission papers printed like this just wondering if I could just write in the other parts

If you print at about 85% scale the form should fit on a single 8.5x11 sheet

I don't see why you couldn't.
OP, are you talking about the lines? Maybe you need toner or ink? Or the size?
To answer your question, I'm pretty sure part of the intake process they read and process any markups.
Seems like a few months ago the made it so the pages would auto scale and try to fit on one sheet. Now they are back to "huge" print and almost always end up on more than one page.
