That is what is known as a "Bryan Dollar," part of a satirical series of medals reflecting William Jenning Bryan's view that silver should be valued at 16 ounces to 1 ounce of silver.

Cool medals! I’m going to pick up one of those Bryan Dollars sooner or later, I’ve almost bought one a few times, but never pulled the trigger and was just watching an auction for one made out of lead. I have an example of the top right medal in either copper or bronze, not sure which, here’s a picture
