Would you call this a photo of "missing the reverse designers initials" ?

I'm just trying to get an idea of how this could be a issue if selling or submitting.
I have others but this seems to be to me, not a trace is showing, therefore, it's without a doubt, missing.
I'm looking for a feel comfortable call on my part.
Am I correct ?
