PCGS and Pre-1971 Mexico Medals not listed in Grove Vol II

Anyone have a suggestion on how to get PCGS to recognize and encapsulate
a pre-1971 Mexico medal not listed in Grove Vol II? They've done this
already for some pre-1971 medals.
PCGS and NGC supposedly only encapsulate Mexico medals listed in Grove books
(ignore modern medals for this topic). However, I've come to find out that
they've encapsulated a number of different pre-1971 Mexico medals that aren't
cataloged in Grove Vol II (i.e., PCGS #973703,973715,931371,898953,871830).
I have a rather unique situation with a Mexico medal I acquired years ago...
It's a 1961 gold "personage" medal of General Emiliano Zapata and in Grove Vol II
it should be cataloged as P-380. But through error and/or omission, a gold one
isn't listed in Grove Vol II, only silver P-380a and "bronze gold plated" P-380bp
are in Vol II.
Only two of the silver P-380a have been encapsulated by NGC, but none by PCGS.
No major service has encapsulated the enigmatic (perhaps non-existent) "bronze
gold plated" P-380bp.
I would love to see this medal in a gold shield holder, but PCGS sent it back as
"authenticity unverifiable" because it's not cataloged in Grove Vol II. NGC did
the exact same thing, but at least I got a metallurgic analysis report back from
them verifying that it's .900 fine gold. Right now it sits in an ANACS slab, and
they also verified it's gold before encapsulating it (with no Grove attribution).
