Send the coin to PCGS in the PCI holder to be graded.
If the dividing line between AT and NT is .....................Intent....................... I wonder if PCGS would conclude the coin is AT (because the Intent of PCI at the time the coin was graded and placed into the PCI slab was to have the coin develop the toning imparted by the PCI holder materials).
I find the coin to be attractive (given that the toned central devices are framed by the multicolored peripheral toning). I suspect in hand under good lighting the coin will look even better than how it looks in the above photos.
However, how would anyone successfully prove that PCI intended to have its holders artificially tone the coins placed into the holders?
Has anyone with personal, first hand knowledge who owned and/or operated and/or worked at PCI ever made any statements that would support or refute the presence of this intent?

Insider (when he was on the forums) mentioned that he worked at PCI. He and others have mentioned that there was no intent to have the coins tone. Some generation even mentioned the coin was 100% white and then the holder would later cause the toning (PCI did not anticipate it happening nor do it on purpose).
I would remove the coin from the PCI holder, because it will continue to tone until it is very dark, almost black. I have a Franklin that had nice toning and is not a deep blue almost black color.

If & when that happens, I'll just live with it. I think the coin raw would be just another suspect looking Frankllin. I like these old PCI slabs and am working on a box of 20 toners ever since I bought an old PCI slab holder box. I'm up to 7 coins so far.

It is an earlier PCI slab. And we know this because of the font - note the pointed 6.
I would be curious to see the coin at the time it was graded and how much color is attributable to the holder.

Many of these have really nice toning. There are just as many that turned really ugly.
