A couple of years ago I shipped some cent bags, and some nickel bags, using the mid sized flat rate boxes if I recall correctly. I doubled the boxes; by a little creative 'bending' you can get one box to fit inside another box. I think the wheaties were 40+ pounds; the nickels a little more but were under the 70 pound limit.
i believe they would fit into a medium priority mail flat rate box. the square one, not the rectangle. tape well. the suggestion is fiber reinforced paper tape
