How the he** did this get a numeric grade??

Handcut cards are supposed to have the black line visible all the way around to get numeric grade.....hmmmm
Should have been AUTH only.

The spec does not really say it MUST have unbroken/complete borders on all four sides, just that there must be evidence of the border on all four sides. The premise being without any border left, the card would essentially be trimmed/under-sized (min-sized).... The botched cuts are essentially being graded/deducted like creases. This card has remnants of the defined border on all four sides, and the back is perfectly centered!

In order for PSA to actually assign a grade to any of the cards that
possess visible/defined borders on all four sides, evidence of that border must be present
or the card must exhibit virtually-full borders based on the design of the specific issue. If the cut exceeds the visible border for the card in question, PSA will encapsulate the card as "Authentic" only. If the card is severely undersized and suffers in overall eye appeal, the graders may deem the card not suitable for authentication or reject the card as minimum-sized altogether.

I used to think there needed to be a black line showing all the way around.
    Not true.

PSA has the discretion to assign a numeric grade if there's NO black lines showing, as long as they decide there's enough border.

The 1962 Jello cards (at least the ones I've seen) do not have a black line border on the left side.
