Qtrs with potential improper annealing and stamp error?

My mother in law was sorting coins with my son and thought one of these quarters had improper annealing and the other a stamp error. I'm skeptical to say the least.

I can't recall which one she thought had the stamp error but attached are both coins in question. My son has been insistent on getting some expert opinion so any help identifying errors (or putting this question to bed) is greatly appreciated. Thanks
