Here are a couple of options: https://www.pcgs.com/howtosubmit
@chhull)) You can join NGC on a no-frills type of membership. You can only send coins in to be graded; no vouchers are part of this membership. I believe it cost around 5- 10 dollars a year and you get submission privileges. Go to the NGC online site for more info. I have a membership like this and like the option of sending coins in to be graded. You can also contact CACG and get added to their waiting list that also gives you submission privileges and has no membership cost. I was on the waiting list for 3-4 months and have sent in 6 submissions to CACG so far.

but no mention of pcgs on the pcgs website?
@MsMorrisine. I did not mention PCGS because I do not have a membership.

NGC:

Currently, the lowest-cost, NGC membership tier on their website with "Direct Submission Privileges" is "Associate" at $39/year.

CACG:
This is not how it works at CACG anymore. There is no longer a waiting list for new memberships at the collector-level. Currently, new collector-level submitters have to join the "CAC Grading Club", and pay $99/year for submission privileges.
