Found in change - is it an error?

My 9yo found it in a bunch of bills I got for him to search through for star notes. No star notes but he found this 1995 bill in horrible shape. The last digit seems to be missing and there is a problem with the letter as well. Is it an error or post printing damage. We are both awaiting for anyone to chime in

    Someone has altered the note.
    I can almost make out the number “2” on the bottom photo.

    It would be extremely rare to have one digit missing but to have the same two missing would be almost impossible.
    As Steve noted, you can see slight traces of the number where someone has tried to remove it. Also looks
    like they tried to recreate the later N. probably partially removed it by mistake.

    no, just some one with a pen of some sorts (?). a spender
