eBay: anyone having problems with deducted return shipping?

There is a new system for returns where return shipping is deducted from the buyers refund.
It’s not working very well though. Return shipping was under $5, but the seller kept a little over $9. What is the deal with that?
Anyone else experiencing this issue?
I rarely return coins, but when I do I slip a $5 bill in the package to reimburse the sellers shipping expenses. I have returned two coins in the last 12 months, and both times the deducted shipping cost was double or more.
I got a coin this week that was a totally different color that the photos showed, so I started a return under “changed my mind” because the color difference was absurd. Coin looked amber-pink in pics and arrived blast white.
Unrelated question: is there a way to exclude a seller from eBay searches? I’m kind of over seeing the same “auction” coins at high retail start prices from the same seller, year after year, and would like to exclude them from my search results if possible.

That sounds like a SNAD return, which would be totally at the seller's expense.
I agree @JBK but I did not want to do a snad and ding the seller. At the time I did not realize the shipping deductible would be so high, causing me to lose $9 instead of $4 and change. Lesson learned I guess.

I'm not sure how the return shipping works. Are you using an eBay-supplied return label? Could the overage on what the seller keeps be the initial postage cost for the original shipping to you? Maybe they are reimbursing the seller for all shipping costs?
It was a eBay return label. I messaged the seller and they explained it was for shipping both ways, which sort of makes sense for a “changed mind” choice return. Thanks for your reply.
