PCGS GEM BU grading.

For the PCGS GEM BU grading. Does it mean that the coin will never be MS69 or MS70 if I resend it for grading later on? So those BU coins graded GEM means they are MS65 to MS68 only?
Is this accurate? I'm asking as I'm evaluating to order some for the new Eagle Privy coins graded PCGS GEM.

    No. It means it was never graded. It's a bulk submission from a retailer.

    :o Really! Do you mean the staff (graders) at PCGS pull the coin from the Mint tube and place it in a slab without looking at it at all?

    I believe it is checked rapidly for any apparent damage or issues. A quick tilt under lighting would do so. Then is is passed on for encapsulation.
    I am not a grader so this is strictly my suspicion.
