There isnt going to ever be a right answer to the question of variations. IN this thread alone you have 3 serious collectors who think that variations are required (Bob,Davalillo,RayB) and 3 serious collectors who dont (Frank,John, Dan). Ray put it best, either way its personal preference. If a 1969 Set contained only 664 cards I wouldnt consider it unfinished. IN my opinion its a Complete 1969 Set. In turn a 1969 Set Complete with all variations is just that, complete with all variations. That goes for all the other sets too. If anyone hasnt seen or has the "Complete Variation Vol 2" book by Dick Gilkeson I suggest trying to find one. You'll be amazed at all the variations for all issues including regionals.
Well said Bob. It's looking more and more like there will be two options, one to satisfy the basic set collectors and one to satisfy the Master set collectors. How those options will materialize will hopefully be decided when the poll is reposted.
Did this issue get decided? I went out of town for a few days and may have missed the poll. But I didn't see it reposted after the first one was removed.
They postponed making a decision until after the national.
From the set registry news 7/30/02:
We are going to postpone making a decision about variation and player set compositions until after we get back from the National Convention. This will give us an opportunity to talk with more collectors at the show and allow us to make a more informed decision.
I collect 60 thru 72 and although I have not registered all of them I do have 69 set registered and I believe the variations should be part of the master set not the basic. Just one guys opinion.

I am not apposed to your 103% scenario. Currently that option is not on the table.
