The back side of this ANACS 2011P Gettysburg Quarter from the 2012 ANA World's Fair of Money?

Does anyone have a thought or knowledge of the back side (Obverse) of this coin holder. I have never seen a coin placed in a holder like this. Your ideas/thoughts about this holder are appreciated. The clock with the quarter in the center just seem different to me in a coin holder.

The question is why is the quarter place inside of the clock numbers? I have never seen this before. i kinda like it.

I'd ask PAN. Also, the clock shows a time of 10:09. Not sure of the relevance of that.
