Pace of Value orders

I know there was a recent announcement about value and value plus orders moving from 45 to 65 days for orders submitted after April 7, but has anyone noticed a slowdown for orders received prior to that date? I had a couple arrive on March 14 that still haven’t hit research and ID. It seems a lot slower than it was in the fall but maybe it’s just my experience.
