If you look below the building, it says right on the coin that it is worth ONE CENT. Is there some reason you think that's wrong?
The I in liberty is slanted
The I has been moved from some kind of damage. It was not minted that way.
notice how the top half is straight
it's not "no mint" and it doesn't have a mintmark,
but
that's normal for lincoln cents minted in philadelphia.... except in 2017 when the mint added a "P" mintmark that one year
so that part is normal and you can say it is a 1992 philly cent
