I couldn’t find a single other one for sale. It’s not noted at all.999 or 1oz but tests and weighs as 1 Troy oz of silver. Anything on this or just silver value?
I think someone who collects Vermont and/or medical themes might value it a little above spot. Most people probably would not. If it were a mining-related round (for example) such a thing would likely have a much higher premium.

Someone might pay more on eBay because the medical center means something to them, like maybe a former employee. It's worth a shot if you have time.
