Need help from our host on what i should try next.

Back in April 2024 I had a dealer send in a 1806 flip-over double struck quarter to be authenticated. He got it back in late July labeled fine details cleaned b-3. I took it to the ANA show in Chicago and was told by the gal from the PCGS table that it was a mechanical error. She said I had to take it back to the dealer that originally sent it in. So I did and after several inquiries and additional pictures requests PCGS sent him a post paid envelope to send it back in October. Just got the coin back in late February with the exact same label. Hope you can tell me what my options are. Thanks. Dave
